The better question is: are these pages accessible? In terms of illnesses like epilepsy for example.
So do they have a reduced motion fallback? Is a screenreader able to read the content properly?

I doubt anyone would use this to display important information. At least, I hope not...

Pretty dope! SEO & accessibility are concerns for every site of course but I don't think it presents any more challenges than games or other types of interactive content. Everything has a time and place and look forward to seeing what people do with it. At least animating using the native scrollbar has built in accessibility with page-up/page-down and other native or assistive gestures. It should not be hard to toggle on/off with a reduced motion media query.
