Best WordPress starter theme

Does anyone have any recommendations?

I like Understrap pretty well, but I don't want to use Bootstrap on every site.

Had you tried Underscore? (in which Understrap is based) It is basically just the barebones of the theme. It looks like it still works.

Underscore as @avena said is usually my go to! JointsWP is also nice if you fancied trying Foundations in place of Bootstrap.

Enfold anyone? It's one of those Wordpress themes I liked working with the most. It has a ton of features already built in, which makes creating smaller websites a breeze.

You should try Divi. It is one of the most popular multi-purpose WordPress themes on the market. It is created by Elegant Themes, one of the leading WordPress theme shops in the world.

I think Divi may be a bit too heavy for what @Talia is looking for.

I like sage (https://roots.io/sage/). It’s a bit more developer heavy, but if you’re used to work with cli’s, Sage provides a very nice workflow.
